NEW DELHI —
Seven Indian soldiers and three attackers were killed when armed militants stormed an army base in the northern Jammu and Kashmir state early Tuesday.

The latest incident is likely to further heighten tensions between India and Pakistan, whose ties hit a low point following a September attack on an Indian army camp in the disputed Kashmir region.

The soldiers and militants were killed in a gunbattle that raged for hours after the assailants lobbed grenades and opened fire while trying to enter the Nagrota base, a major army camp that is one of the four command centers in Kashmir.

Nagrota lies about 20 kilometers from Jammu on the main highway that connects the city with Srinagar. Jammu and Srinagar are Kashmir’s two main cities.

Authorities said the militants took hostages, including two women and children, when they entered the building used by families of the army officers. They said three of the seven soldiers were killed in a rescue operation.

Defense Ministry spokesman Manish Mehta said, “Early morning the encounter took place. The situation is under control.”

The militants apparently managed to take positions inside the complex near an artillery unit.

No group has claimed responsibility.

The government on Tuesday evening registered a seven-point constitution amendment bill at the parliament secretariat, proposing, among other things, to take all the hill districts out from Province 5.

The amendment bill proposes to leave only six districts, namely Nawalparasi (west of Susta Bardaghat), Rupandehi, Kapilbastu, Dang, Banke and Bardiya in the province, taking out the six hill districts of Palpa, Arghakhanchi, Gulmi, Rukum, Rolpa and Pyuthan.

A cabinet meeting held Tuesday evening also decided to form a High-Level Delineation Commission to settle all issues related to the delineation of provinces after making a comprehensive study of all past agreements and the reports submitted by various commissions.

“The commission is entrusted with the responsibility of submitting a report with suggestions after holding talks with all the stakeholders on the basis of past agreements and the reports related to state restructuring,” Minister for Physical Infrastructures and Transportation Ramesh Lekhak told media persons after the cabinet meeting.

After the Council of Ministers passed its draft, the Constitution amendment bill was registered at the Parliament Secretariat on Tuesday evening.The seven-point bill proposes to amend provisions related to issues including redrawing provincial boundaries, recognition of languages, citizenship and representation in the National Assembly in Nepal’s Constitution that was promulgated in September last year.The Cabinet meeting was held at the Prime Minister’s official residence in Baluwatar. An official at the Ministry for Law, Justice and Parliamentary Affairs, on behalf of the government, registered the bill at the Parliament Secretariat’s Bill Section, according to the Rastriya Samachar Samiti. The bill proposes revision of boundaries of two provinces — keeping the region east of Bardaghat in Nawalparasi district and the eastern part of Rukum district in Province No. 4, and the region west of Bardaghat in Nawalparasi, Rupandehi, Kapilvastu, Dang, Banke and Bardia districts in Province No. 5. The bill brought as per the Article 296 of Nepal’s Constitution would mature after five days of registration, the RSS reported quoting an offical at the House Secretariat.

Designed and manufactured by Northrop Grumman with assistance from Boeing, the cost of each aircraft averaged US$737 million (in 1997 dollars). Total procurement costs averaged $929 million per aircraft, which includes spare parts, equipment, retrofitting, and software support.The total program cost including development, engineering and testing, averaged $2.1 billion per aircraft in 1997.

Because of its considerable capital and operating costs, the project was controversial in the U.S. Congress and among the Joint Chiefs of Staff. The winding-down of the Cold War in the latter portion of the 1980s dramatically reduced the need for the aircraft, which was designed with the intention of penetrating Soviet airspace and attacking high-value targets. During the late 1980s and 1990s, Congress slashed plans to purchase 132 bombers to 21. In 2008, a B-2 was destroyed in a crash shortly after takeoff, and the crew ejected safely. A total of 20 B-2s remain in service with the United States Air Force, who plan to operate the B-2 until 2058.

The B-2 is capable of all-altitude attack missions up to 50,000 feet (15,000 m), with a range of more than 6,000 nautical miles (11,000 km) unrefuelled and over 10,000 nautical miles (19,000 km) with one refueling. Though originally designed primarily as a nuclear bomber, it was first used in combat to drop conventional bombs on Serbia during the Kosovo War in 1999, and saw continued use during the war in Iraq and in Afghanistan.

A plane carrying members of Brazil’s Chapecoense Real football team crashed late on Monday near the Colombian city of Medellin, officials said.

“Confirmed, the aircraft license number CP2933 was carrying the team @ChapecoenseReal. Apparently there are survivors,” the Jose Maria Cordova de Rionegro airport, which serves Medellin, said on its Twitter account.
According to local news LAMIA Airlines flight RJ85, which was carrying 72 passengers and 9 crew, reported an emergency mid-flight before disappearing.

The Nepal Rastra Bank (NRB) has fixed the exchange rate at Rs 93.94 per dollar for Saturday. The rate was at Rs 99.83 per dollar on February 23. This means the US dollar has plunged by Rs 5.89 against the rupee in the last three months.

The dollar had risen to as high as Rs 108.90 on August 29, 2013, before slowing down. Ever since the election fever gripped India, with different surveys suggesting victory for Bharatiya Janata Party (BJP), the IC started to gain against the dollar.

Albert Einstein Biography



Albert Einstein was born at Ulm, in Wรผrttemberg, Germany, on March 14, 1879. Six weeks later the family moved to Munich, where he later on began his schooling at the Luitpold Gymnasium. Later, they moved to Italy and Albert continued his education at Aarau, Switzerland and in 1896 he entered the Swiss Federal Polytechnic School in Zurich to be trained as a teacher in physics and mathematics. In 1901, the year he gained his diploma, he acquired Swiss citizenship and, as he was unable to find a teaching post, he accepted a position as technical assistant in the Swiss Patent Office. In 1905 he obtained his doctor’s degree.


- During his stay at the Patent Office, and in his spare time, he produced much of his remarkable work and in 1908 he was appointed Privatdozent in Berne. In 1909 he became Professor Extraordinary at Zurich, in 1911 Professor of Theoretical Physics at Prague, returning to Zurich in the following year to fill a similar post. In 1914 he was appointed Director of the Kaiser Wilhelm Physical Institute and Professor in the University of Berlin. He became a German citizen in 1914 and remained in Berlin until 1933 when he renounced his citizenship for political reasons and emigrated to America to take the position of Professor of Theoretical Physics at Princeton*. He became a United States citizen in 1940 and retired from his post in 1945. After World War II, Einstein was a leading figure in the World Government Movement, he was offered the Presidency of the State of Israel, which he declined, and he collaborated with Dr. Chaim Weizmann in establishing the Hebrew University of Jerusalem. Einstein always appeared to have a clear view of the problems of physics and the determination to solve them. He had a strategy of his own and was able to visualize the main stages on the way to his goal. He regarded his major achievements as mere stepping-stones for the next advance. At the start of his scientific work, Einstein realized the inadequacies of Newtonian mechanics and his special theory of relativity stemmed from an attempt to reconcile the laws of mechanics with the laws of the electromagnetic field. He dealt with classical problems of statistical mechanics and problems in which they were merged with quantum theory: this led to an explanation of the Brownian movement of molecules. He investigated the thermal properties of light with a low radiation density and his observations laid the foundation of the photon theory of light. In his early days in Berlin, Einstein postulated that the correct interpretation of the special theory of relativity must also furnish a theory of gravitation and in 1916 he published his paper on the general theory of relativity. During this time he also contributed to the problems of the theory of radiation and statistical mechanics. In the 1920’s, Einstein embarked on the construction of unified field theories, although he continued to work on the probabilistic interpretation of quantum theory, and he persevered with this work in America. He contributed to statistical mechanics by his development of the quantum theory of a monatomic gas and he has also accomplished valuable work in connection with atomic transition probabilities and relativistic cosmology. After his retirement he continued to work towards the unification of the basic concepts of physics, taking the opposite approach, geometrisation, to the majority of physicists. Einstein’s researches are, of course, well chronicled and his more important works include Special Theory of Relativity (1905), Relativity (English translations, 1920 and 1950), General Theory of Relativity (1916), Investigations on Theory of Brownian Movement (1926), and The Evolution of Physics (1938). Among his non-scientific works, About Zionism (1930), Why War? (1933), My Philosophy (1934), and Out of My Later Years (1950) are perhaps the most important. Albert Einstein received honorary doctorate degrees in science, medicine and philosophy from many European and American universities. During the 1920’s he lectured in Europe, America and the Far East, and he was awarded Fellowships or Memberships of all the leading scientific academies throughout the world. He gained numerous awards in recognition of his work, including the Copley Medal of the Royal Society of London in 1925, and the Franklin Medal of the Franklin Institute in 1935. Einstein’s gifts inevitably resulted in his dwelling much in intellectual solitude and, for relaxation, music played an important part in his life. He married Mileva Maric in 1903 and they had a daughter and two sons; their marriage was dissolved in 1919 and in the same year he married his cousin, Elsa Lรถwenthal, who died in 1936. CPN-UML leaders have said that the party will not obstruct the constitution amendment process if the agitating sides come up with valid reasons for amendment. But let’s not create trouble by raising unnecessary issues.” General Secretary, who received warm appreciation for beginning his speech in local Maithili language, said that his political career began from Dhanusa district and that he was a true friend of Madhes and Madhesi people. He said he was committed to provide constitutional recognition to languages like Maithili and Bhojpuri.

Medications that Aruna Ghimire of Thali, Kathmandu, went through a couple of months back was no less than a miracle, at least for herself, her family and neighbours. As doctors and experts of medical sciences were reportedly unable to identify her ailment, the 17-year-old continued to lose consciousness and faint over two times a day for the past more than seven months.

Helpless, as suggested by relatives and neighbours, her family finally decided to take Aruna to a faith healer in Bouddha. By virtue of a “magic touch” of the faith healer she slowly started recovering as a healthy teen. She, now, no more faints, neither is she an unhealthy girl.

Krishna Nepali, 32, of Basantapur, had a similar problem with his five-year-old son last year. “My son was showing unusual symptoms,” he said. “He would fall sick and lose consciousness whenever there was a puja at home or during festivals.”

After doctors of renowned hospitals failed to diagnose the ailment of the boy, Nepali, otherwise disbeliever of faith healing, took his child to a jhakri (faith healer) in Patan. Miraculously, as Nepali claims, his son got better, and is given a clean bill of health.

“I don’t know what it is exactly,” he said. “I have started believing in all these things after that incident. Still, the healing of my son was extraordinary.”

The stories of Ghimire and Nepali are only a case in point. Faith can move mountains is what a large chunk of the Nepali society believes in. As the world has made a quantum leap in scientific innovations, what lures this considerable number of people into the so-called superstition continues to remain as an unsolved mystery.

From the horse’s mouth

Dwarika Mahat, 39, popular with the name of Bandevi Mata (Goddess of the forest) claims to have cured the ailments of hundreds of people in her 14-year-old career in faith healing.

“I can see the victims’ ailments in the rice grains put in a sacred copper plate,” said Mahat, who lives in Thapagaun, in the Capital. “Soul of the goddess enters me at that point of time, and I suggest the victims the best possible remedy.”

She, however, does not like it when anyone calls her a professional faith healer. “I don’t call it a profession, as it is a service in the name of the goddess.” Nonetheless, Mahat charges a certain amount of fees in exchange of “divine” remedies she offers to her clients. The fees usually depend on the class of the client and the severity of his/her ailment.

According to Mahat, there are two kinds of disease— medical and supernatural. “There are ailments that medicines and science can’t heal. These are usually caused by the spell of bad spirits, which can be cured with the help of divine power.”

Ailments of Ghimire and Nepali were perhaps of the second type. Reportedly, while a “bad spirit” had caught Ghimire, Nepali’s five-year-old son was under the influence of the spirit

of his own great grand father, who himself used to practice faith healing in his village in Kailali district.

The other side of the coin

Despite a few examples of those who claim faith healing has done them good, the other side of the coin is that there are many sad stories too.

Incidents of assaults on the pretext of witchcraft often makes headlines, bringing forth the worst face of superstitious beliefs in the present day society.

On March 22 last year, a 40-year-old woman Sunita Pudasaini was assaulted by her own siblings for allegedly practicing witchcraft. Pudasaini’s own younger brother and sister blinded her by stabbing her in the eyes with a sickle. It was later known that a faith healer from Banepa had earlier accused that her “black magic spells” made her brother’s wife infertile.

One of the most abominable incidents reported in the Capital largely depicted the low-rung set of mentality among a section of people in the Nepali society. Similar incidents, usually in the name of witchcraft and other black magic spells, are frequently occurring in other parts of the country as well.

According to police data, altogether 116 women have been tortured in the name of witchcraft in the last four years. The record shows that the number has gone increasing every year. In 2009, the total number of assaults were 11. The number fell to four in 2010, but the following year showed scary figures, with 39 women being tortured in the name of witchcraft and 35 women in 2012. Nepal Police spokesperson DIG Keshav Adhikari said public belief in superstition and faith healing are the main reasons behind these unfortunate incidents. “Prosecution of the culprit is not the right solution to this problem,” he said, adding that the lack of awareness is the major cause of the public’s unending belief in superstition and faith healing.

Besides, torture in the name of witchcraft and other accusations concerning black magic spells, people, heeding advices of faith healers, have wasted a lot of money in a bid to please the gods and complete the required rituals said to rid one off his/her problems.

A psychiatrist’s say

Psychiatrist Dr Saroj Ojha views superstitious beliefs as part of culture. According to him, it is the mindset among public transferring from one generation to another that continues to drive people towards faith healing and other superstitious practices. “However, there aren’t any logic behind the treatment given by faith healers,” he said. “It is just that a few diseases are psychological that can be cured by removing away one’s fear or changing his/her living environment. Faith healers just tend to do the same.”

Apart from that, experts also claim the widespread rumours that promote the positive results of faith healing and success stories related to them are the other factors that lure the public towards the “divine healing”.

“These things are being practiced since times immemorial, so we can’t just discard them,” he said. “Initially, the positive and negative practices should be demarcated, thereby discouraging negative practices through public awareness. If such happens, people’s beliefs in supernatural practices will fade away over a period of time. Given the degree of its penetration in Nepali society, change, however, is not possible overnight.”

Seven killed in jeep accident in Nawalparasi

Seven persons were killed and 18 others were injured when a jeep met with an accident at Batas, Bulingtar VDC-8 in Nawalparasi district late Saturday night. These lizards range in total length from 30 to 60 cm (12 to 24 inches), and their diet is made up of insects and other small invertebrates.Calotes is typically green or brown, and the body is flattened in a horizontal direction. Colour patterns are variable, but males are more brightly coloured than females. Males of C. mystaceus are predominantly gray; however, the head, the neck, and the front part of the body are green. A light-coloured stripe runs along the upper jaw to extend down the first third of the body. In contrast, C. calotes is green with white bands just behind the front legs that extend from the dorsal scales to the edges of the chest. A dorsal crest of enlarged scales extends from the back of the head to the tail, but the largest scales occur on the head and neck. The head and neck region in C. calotes is coloured orange in males. Also, long hind and forelegs facilitate movement on vertical surfaces, such as tree trunks.

Sajha Sawal Episode

The most memorable episodes on Sajha Sawal was with horticulturalist Kedar Budhathoki who developed a unique wilt-resistant, high yielding variety of tomato called Srijana. The program which was shot in Budhathoki’s farm elicited a wave of enthusiasm among Nepalis. “Even till today we get at least one call a week inquiring about Budhathoki’s super tomatoes,” Shrestha says. Besides listeners nationwide who listen to the BBC Nepali Service, Sajha Sawal registers 7,000 hits a week in the BBC Nepali’s website and is popular among the Nepali diaspora. The program also travelled to the UK and US where issues concerning overseas Nepalis were also discussed.Shrestha has witnessed big political leaders being humbled by ordinary citizens, like when Pushpa Kamal Dahal was silenced by a question from a student in RR Campus. But ultimately, Shrestha says, the public’s concern is not with the nitty-gritty of politics or tedious theorising by civil society stalwarts but with day-to-day survival issues. “They just want the politics to get in order so that they can get by,” Shrestha says. “People are concerned more about availability of seeds, fertilisers, jobs, better schools for their children and health facilities.”
